關于完善質(zhi)量(liang)保障(zhang)體系(xi)提升建筑工程品質(zhi)的指導意見
住(zhu)房城(cheng)鄉建(jian)設(she)部(bu)
    建(jian)筑(zhu)工(gong)程(cheng)質(zhi)量(liang)事(shi)關人(ren)民群眾生(sheng)命(ming)財產安全,事(shi)關城市未來和傳承(cheng),事(shi)關新型城鎮化發展(zhan)水平。近年來,我國(guo)不斷加強(qiang)建(jian)筑(zhu)工(gong)程(cheng)質(zhi)量(liang)管理,品質(zhi)總(zong)體水平穩步提升,但建(jian)筑(zhu)工(gong)程(cheng)量(liang)大面廣,各種質(zhi)量(liang)問題(ti)依然(ran)時(shi)有發生(sheng)。為解決建(jian)筑(zhu)工(gong)程(cheng)質(zhi)量(liang)管理面臨的(de)突出問題(ti),進一步完善質(zhi)量(liang)保障體系,不斷提升建(jian)筑(zhu)工(gong)程(cheng)品質(zhi),現提出以下意見。
    一、總體要求
    以(yi)(yi)習近平新時(shi)代中國特色(se)社會(hui)主義思想為(wei)指導,全(quan)面(mian)貫(guan)徹黨(dang)的十(shi)九(jiu)大和十(shi)九(jiu)屆二中、三中全(quan)會(hui)以(yi)(yi)及中央(yang)城(cheng)鎮化工(gong)(gong)(gong)作會(hui)議、中央(yang)城(cheng)市(shi)工(gong)(gong)(gong)作會(hui)議精神,按照黨(dang)中央(yang)、國務院決(jue)策部署,堅持以(yi)(yi)人民為(wei)中心,牢固樹立新發展理念,以(yi)(yi)供(gong)給側結構(gou)性改(gai)革為(wei)主線,以(yi)(yi)建筑工(gong)(gong)(gong)程質(zhi)量(liang)問(wen)題為(wei)切入(ru)點,著力破除體制(zhi)機制(zhi)障礙,逐步完善質(zhi)量(liang)保障體系,不斷提高工(gong)(gong)(gong)程質(zhi)量(liang)抽(chou)查符合率和群眾滿意度,進一步提升建筑工(gong)(gong)(gong)程品質(zhi)總體水平。
    二、強化各方責任
    (一(yi))突(tu)出建(jian)(jian)(jian)(jian)設單位(wei)(wei)首要責(ze)任(ren)。建(jian)(jian)(jian)(jian)設單位(wei)(wei)應(ying)(ying)(ying)加強對工程(cheng)建(jian)(jian)(jian)(jian)設全(quan)過程(cheng)的質(zhi)量(liang)(liang)管理,嚴格履(lv)行法(fa)(fa)定程(cheng)序和質(zhi)量(liang)(liang)責(ze)任(ren),不得違法(fa)(fa)違規發包工程(cheng)。建(jian)(jian)(jian)(jian)設單位(wei)(wei)應(ying)(ying)(ying)切實(shi)落實(shi)項目法(fa)(fa)人責(ze)任(ren)制,保(bao)證合理工期和造價。建(jian)(jian)(jian)(jian)立工程(cheng)質(zhi)量(liang)(liang)信息公(gong)示制度,建(jian)(jian)(jian)(jian)設單位(wei)(wei)應(ying)(ying)(ying)主動公(gong)開工程(cheng)竣工驗收等(deng)信息,接受社會監督。(住房城鄉建(jian)(jian)(jian)(jian)設部、發展(zhan)改革委(wei)負責(ze))
    (二)落實(shi)(shi)施(shi)工(gong)(gong)(gong)單位(wei)主體責任(ren)。施(shi)工(gong)(gong)(gong)單位(wei)應完善質(zhi)(zhi)量(liang)(liang)(liang)管(guan)理(li)體系,建(jian)(jian)(jian)立崗位(wei)責任(ren)制度,設置質(zhi)(zhi)量(liang)(liang)(liang)管(guan)理(li)機構,配備專職質(zhi)(zhi)量(liang)(liang)(liang)負(fu)責人,加強(qiang)全(quan)面(mian)質(zhi)(zhi)量(liang)(liang)(liang)管(guan)理(li)。推行工(gong)(gong)(gong)程質(zhi)(zhi)量(liang)(liang)(liang)安全(quan)手冊制度,推進工(gong)(gong)(gong)程質(zhi)(zhi)量(liang)(liang)(liang)管(guan)理(li)標準化,將質(zhi)(zhi)量(liang)(liang)(liang)管(guan)理(li)要求落實(shi)(shi)到每(mei)個項目和員工(gong)(gong)(gong)。建(jian)(jian)(jian)立質(zhi)(zhi)量(liang)(liang)(liang)責任(ren)標識制度,對(dui)(dui)關鍵工(gong)(gong)(gong)序、關鍵部位(wei)隱蔽工(gong)(gong)(gong)程實(shi)(shi)施(shi)舉牌驗收(shou),加強(qiang)施(shi)工(gong)(gong)(gong)記錄(lu)和驗收(shou)資料管(guan)理(li),實(shi)(shi)現質(zhi)(zhi)量(liang)(liang)(liang)責任(ren)可(ke)追(zhui)溯。施(shi)工(gong)(gong)(gong)單位(wei)對(dui)(dui)建(jian)(jian)(jian)筑工(gong)(gong)(gong)程的(de)施(shi)工(gong)(gong)(gong)質(zhi)(zhi)量(liang)(liang)(liang)負(fu)責,不得轉包、違法(fa)分包工(gong)(gong)(gong)程。(住(zhu)房城鄉(xiang)建(jian)(jian)(jian)設部負(fu)責)
    (三(san))明確(que)房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使(shi)用(yong)(yong)安(an)(an)全(quan)(quan)(quan)主體(ti)(ti)責任。房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有權人(ren)應承(cheng)擔房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使(shi)用(yong)(yong)安(an)(an)全(quan)(quan)(quan)主體(ti)(ti)責任。房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有權人(ren)和使(shi)用(yong)(yong)人(ren)應正確(que)使(shi)用(yong)(yong)和維護房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu),嚴禁(jin)擅自(zi)變動房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)建筑主體(ti)(ti)和承(cheng)重結構。加強(qiang)房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使(shi)用(yong)(yong)安(an)(an)全(quan)(quan)(quan)管(guan)理,房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)所(suo)有權人(ren)及其委托(tuo)的管(guan)理服務(wu)單位要定期對房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)安(an)(an)全(quan)(quan)(quan)進(jin)行(xing)檢查,有效履(lv)行(xing)房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)維修保養義務(wu),切實(shi)保證房(fang)(fang)(fang)(fang)(fang)屋(wu)(wu)(wu)(wu)使(shi)用(yong)(yong)安(an)(an)全(quan)(quan)(quan)。(住房(fang)(fang)(fang)(fang)(fang)城(cheng)鄉建設部負(fu)責)
    (四)履行(xing)政(zheng)府(fu)的(de)工程(cheng)質(zhi)量(liang)監(jian)(jian)(jian)管責(ze)任。強化(hua)政(zheng)府(fu)對工程(cheng)建設(she)(she)全過程(cheng)的(de)質(zhi)量(liang)監(jian)(jian)(jian)管,鼓勵(li)采取政(zheng)府(fu)購買服務(wu)的(de)方式(shi)(shi),委托(tuo)具備條件的(de)社會力量(liang)進行(xing)工程(cheng)質(zhi)量(liang)監(jian)(jian)(jian)督(du)(du)檢查(cha)(cha)和(he)抽(chou)測(ce),探索(suo)工程(cheng)監(jian)(jian)(jian)理企業(ye)參與監(jian)(jian)(jian)管模(mo)式(shi)(shi),健全省、市、縣監(jian)(jian)(jian)管體(ti)系。完善日(ri)常(chang)檢查(cha)(cha)和(he)抽(chou)查(cha)(cha)抽(chou)測(ce)相結合的(de)質(zhi)量(liang)監(jian)(jian)(jian)督(du)(du)檢查(cha)(cha)制(zhi)度(du),全面(mian)推行(xing)“雙隨機、一(yi)公開(kai)”檢查(cha)(cha)方式(shi)(shi)和(he)“互聯網+監(jian)(jian)(jian)管”模(mo)式(shi)(shi),落(luo)實監(jian)(jian)(jian)管責(ze)任。加(jia)強工程(cheng)質(zhi)量(liang)監(jian)(jian)(jian)督(du)(du)隊伍建設(she)(she),監(jian)(jian)(jian)督(du)(du)機構履行(xing)監(jian)(jian)(jian)督(du)(du)職能所需經費由同級財(cai)政(zheng)預算全額保障。強化(hua)工程(cheng)設(she)(she)計安(an)全監(jian)(jian)(jian)管,加(jia)強對結構計算書(shu)的(de)復核(he),提高設(she)(she)計結構整(zheng)體(ti)安(an)全、消防安(an)全等水平。(住(zhu)房(fang)城鄉建設(she)(she)部(bu)、發展改(gai)革委、財(cai)政(zheng)部(bu)、應(ying)急部(bu)負責(ze))
    三(san)、完善管理體(ti)制
    (一(yi))改革工(gong)程(cheng)建(jian)(jian)(jian)設(she)組(zu)織模式(shi)。推行工(gong)程(cheng)總承(cheng)包,落實(shi)工(gong)程(cheng)總承(cheng)包單位在工(gong)程(cheng)質(zhi)量(liang)安全(quan)、進度(du)控(kong)制、成本(ben)管(guan)理等(deng)方面的(de)(de)責(ze)任。完善(shan)專業(ye)分(fen)包制度(du),大(da)力發展(zhan)專業(ye)承(cheng)包企(qi)業(ye)。積(ji)極發展(zhan)全(quan)過程(cheng)工(gong)程(cheng)咨詢和(he)專業(ye)化服務,創新(xin)工(gong)程(cheng)監理制度(du),嚴格落實(shi)工(gong)程(cheng)咨詢(投資(zi))、勘察設(she)計、監理、造價等(deng)領域職業(ye)資(zi)格人員的(de)(de)質(zhi)量(liang)責(ze)任。在民用建(jian)(jian)(jian)筑工(gong)程(cheng)中推進建(jian)(jian)(jian)筑師負(fu)責(ze)制,依據(ju)雙方合同約(yue)定(ding),賦(fu)予(yu)建(jian)(jian)(jian)筑師代表建(jian)(jian)(jian)設(she)單位簽(qian)發指令和(he)認可(ke)工(gong)程(cheng)的(de)(de)權(quan)利,明(ming)確建(jian)(jian)(jian)筑師應承(cheng)擔的(de)(de)責(ze)任。(住房城鄉建(jian)(jian)(jian)設(she)部、發展(zhan)改革委負(fu)責(ze))
    (二)完(wan)善招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)制(zhi)度。完(wan)善招(zhao)標(biao)(biao)(biao)人決策(ce)機(ji)制(zhi),進一步(bu)落(luo)實招(zhao)標(biao)(biao)(biao)人自主權,在評標(biao)(biao)(biao)定標(biao)(biao)(biao)環節探索建立(li)能夠更好(hao)滿足(zu)項目需求的制(zhi)度機(ji)制(zhi)。簡化招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)程序,推行(xing)電子(zi)招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)和異地遠程評標(biao)(biao)(biao),嚴格評標(biao)(biao)(biao)專家管理。強化招(zhao)標(biao)(biao)(biao)主體責(ze)任追溯,擴大信用信息(xi)在招(zhao)標(biao)(biao)(biao)投(tou)標(biao)(biao)(biao)環節的規范應用。嚴厲打擊(ji)圍標(biao)(biao)(biao)、串標(biao)(biao)(biao)和虛假招(zhao)標(biao)(biao)(biao)等(deng)違法行(xing)為(wei),強化標(biao)(biao)(biao)后合(he)同履約(yue)監管。(發展(zhan)改革委、住房(fang)城鄉建設(she)部、市場(chang)監管總局(ju)負(fu)責(ze))
    (三)推(tui)行(xing)(xing)工程(cheng)(cheng)(cheng)擔(dan)保(bao)(bao)(bao)(bao)(bao)與保(bao)(bao)(bao)(bao)(bao)險。推(tui)行(xing)(xing)銀行(xing)(xing)保(bao)(bao)(bao)(bao)(bao)函制度,在有條件的(de)地區推(tui)行(xing)(xing)工程(cheng)(cheng)(cheng)擔(dan)保(bao)(bao)(bao)(bao)(bao)公司保(bao)(bao)(bao)(bao)(bao)函和工程(cheng)(cheng)(cheng)保(bao)(bao)(bao)(bao)(bao)證保(bao)(bao)(bao)(bao)(bao)險。招標(biao)人(ren)要求中(zhong)標(biao)人(ren)提供(gong)履(lv)約擔(dan)保(bao)(bao)(bao)(bao)(bao)的(de),招標(biao)人(ren)應當同時(shi)向中(zhong)標(biao)人(ren)提供(gong)工程(cheng)(cheng)(cheng)款支付(fu)擔(dan)保(bao)(bao)(bao)(bao)(bao)。對采用最(zui)低價(jia)中(zhong)標(biao)的(de)探索實(shi)行(xing)(xing)高保(bao)(bao)(bao)(bao)(bao)額履(lv)約擔(dan)保(bao)(bao)(bao)(bao)(bao)。組織開(kai)展(zhan)工程(cheng)(cheng)(cheng)質(zhi)量保(bao)(bao)(bao)(bao)(bao)險試(shi)點,加快(kuai)發展(zhan)工程(cheng)(cheng)(cheng)質(zhi)量保(bao)(bao)(bao)(bao)(bao)險。(住房城鄉建設部、發展(zhan)改革委、財政部、人(ren)民銀行(xing)(xing)、銀保(bao)(bao)(bao)(bao)(bao)監會負(fu)責)
    (四)加強(qiang)(qiang)工程設(she)(she)(she)計建(jian)(jian)(jian)造(zao)管理。貫徹落實(shi)“適(shi)用(yong)、經(jing)濟、綠色、美觀”的(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)方(fang)針,指導制定符合城市地域特征(zheng)的(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)(she)計導則。建(jian)(jian)(jian)立建(jian)(jian)(jian)筑(zhu)(zhu)“前策(ce)劃、后評(ping)估”制度(du)(du),完善建(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)(she)計方(fang)案審(shen)(shen)查論(lun)證(zheng)機(ji)制,提(ti)高(gao)(gao)建(jian)(jian)(jian)筑(zhu)(zhu)設(she)(she)(she)計方(fang)案決策(ce)水平。加強(qiang)(qiang)住(zhu)(zhu)區設(she)(she)(she)計管理,科(ke)學設(she)(she)(she)計單體住(zhu)(zhu)宅(zhai)戶型,增強(qiang)(qiang)安(an)全性(xing)(xing)、實(shi)用(yong)性(xing)(xing)、宜居性(xing)(xing),提(ti)升(sheng)住(zhu)(zhu)區環(huan)境質量。嚴(yan)禁政府投資項(xiang)目(mu)超標(biao)(biao)(biao)準建(jian)(jian)(jian)設(she)(she)(she)。嚴(yan)格控制超高(gao)(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)建(jian)(jian)(jian)設(she)(she)(she),嚴(yan)格執行(xing)超限高(gao)(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)工程抗(kang)震設(she)(she)(she)防(fang)審(shen)(shen)批制度(du)(du),加強(qiang)(qiang)超限高(gao)(gao)層(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)抗(kang)震、消防(fang)、節(jie)能等管理。創(chuang)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)品質示范工程,加大對優秀(xiu)(xiu)企業(ye)、項(xiang)目(mu)和(he)個人(ren)(ren)的(de)(de)表彰力度(du)(du);在招標(biao)(biao)(biao)投標(biao)(biao)(biao)、金融等方(fang)面加大對優秀(xiu)(xiu)企業(ye)的(de)(de)政策(ce)支持力度(du)(du),鼓(gu)勵將企業(ye)質量情況(kuang)納入招標(biao)(biao)(biao)投標(biao)(biao)(biao)評(ping)審(shen)(shen)因素。(住(zhu)(zhu)房城鄉(xiang)建(jian)(jian)(jian)設(she)(she)(she)部、發展改革(ge)委、工業(ye)和(he)信息化(hua)部、人(ren)(ren)力資源社會保(bao)障部、應急部、人(ren)(ren)民銀行(xing)負(fu)責)
    (五)推(tui)行綠(lv)(lv)(lv)色(se)(se)建造方式(shi)。完善綠(lv)(lv)(lv)色(se)(se)建材產(chan)品標(biao)準(zhun)和認證評價(jia)體(ti)(ti)系,進(jin)一步(bu)提高建筑(zhu)產(chan)品節能標(biao)準(zhun),建立產(chan)品發布制(zhi)度(du)。大力(li)發展裝配式(shi)建筑(zhu),推(tui)進(jin)綠(lv)(lv)(lv)色(se)(se)施工,通過先進(jin)技術(shu)和科(ke)學管理,降低(di)施工過程對環(huan)境的不利影響。建立健全綠(lv)(lv)(lv)色(se)(se)建筑(zhu)標(biao)準(zhun)體(ti)(ti)系,完善綠(lv)(lv)(lv)色(se)(se)建筑(zhu)評價(jia)標(biao)識制(zhi)度(du)。(住房城鄉建設部、發展改革委、工業(ye)和信息化(hua)部、市場監管總(zong)局負責)
    (六(liu))支持(chi)既(ji)有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)合(he)理(li)(li)保(bao)(bao)留利(li)用(yong)(yong)(yong)(yong)。推動開展老城區、老工(gong)業區保(bao)(bao)護更新(xin)(xin),引導既(ji)有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)改(gai)建(jian)(jian)(jian)設(she)計創新(xin)(xin)。依法保(bao)(bao)護和合(he)理(li)(li)利(li)用(yong)(yong)(yong)(yong)文(wen)物建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。建(jian)(jian)(jian)立建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)拆(chai)除管理(li)(li)制度,不得(de)隨意(yi)拆(chai)除符合(he)規劃(hua)標(biao)準、在合(he)理(li)(li)使(shi)用(yong)(yong)(yong)(yong)壽(shou)命內(nei)的公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。開展公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、工(gong)業建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的更新(xin)(xin)改(gai)造利(li)用(yong)(yong)(yong)(yong)試點(dian)示范。制定(ding)支持(chi)既(ji)有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)保(bao)(bao)留和更新(xin)(xin)利(li)用(yong)(yong)(yong)(yong)的消(xiao)防、節能(neng)等相關(guan)配(pei)套政策。(住房城鄉建(jian)(jian)(jian)設(she)部、發(fa)展改(gai)革委、工(gong)業和信息化部、應(ying)急(ji)部、文(wen)物局負責)
    四(si)、健全支撐體系
    (一(yi))完善工(gong)程建設標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)體(ti)系(xi)。系(xi)統制(zhi)定全文強制(zhi)性(xing)工(gong)程建設規(gui)范,精簡整合政府推(tui)薦(jian)性(xing)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun),培(pei)育發展團體(ti)和(he)企業標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun),加快(kuai)適(shi)應(ying)國(guo)(guo)際標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)通行規(gui)則。組織開展重點領域(yu)國(guo)(guo)內外標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)比對,提升(sheng)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)水平。加強工(gong)程建設標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)國(guo)(guo)際交流合作,推(tui)動一(yi)批(pi)中國(guo)(guo)標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)向國(guo)(guo)際標(biao)(biao)(biao)(biao)(biao)(biao)準(zhun)(zhun)轉(zhuan)化(hua)和(he)推(tui)廣應(ying)用。(住房城鄉建設部(bu)、市場監管總局、商務部(bu)負責)

    五、加(jia)強監(jian)督管理(li)
    (一)推進信(xin)用(yong)信(xin)息平(ping)臺(tai)建(jian)(jian)設(she)。完善全國(guo)建(jian)(jian)筑(zhu)市場(chang)(chang)監管(guan)公共服務平(ping)臺(tai),加強信(xin)息歸(gui)集,健全違(wei)(wei)法(fa)違(wei)(wei)規(gui)行(xing)為記錄制度,及時公示(shi)相關市場(chang)(chang)主(zhu)體(ti)的(de)行(xing)政(zheng)許可(ke)、行(xing)政(zheng)處(chu)罰、抽查檢查結果等(deng)信(xin)息,并與國(guo)家企(qi)業信(xin)用(yong)信(xin)息公示(shi)系統、全國(guo)信(xin)用(yong)信(xin)息共享平(ping)臺(tai)等(deng)實(shi)現數據共享交換。建(jian)(jian)立建(jian)(jian)筑(zhu)市場(chang)(chang)主(zhu)體(ti)黑名單制度,對違(wei)(wei)法(fa)違(wei)(wei)規(gui)的(de)市場(chang)(chang)主(zhu)體(ti)實(shi)施聯合懲戒(jie),將(jiang)工程質(zhi)量違(wei)(wei)法(fa)違(wei)(wei)規(gui)等(deng)記錄作為企(qi)業信(xin)用(yong)評價的(de)重要內容。(住房城鄉(xiang)建(jian)(jian)設(she)部(bu)、發展(zhan)改(gai)革委、人民銀行(xing)、市場(chang)(chang)監管(guan)總局負責)
    (二)嚴格監管(guan)執(zhi)法。加大(da)建筑工程(cheng)(cheng)質(zhi)(zhi)量責任追究(jiu)力度(du),強化(hua)工程(cheng)(cheng)質(zhi)(zhi)量終(zhong)身責任落實(shi),對(dui)違反有關(guan)規(gui)(gui)定、造成工程(cheng)(cheng)質(zhi)(zhi)量事故和嚴重質(zhi)(zhi)量問題的單(dan)位和個人依法嚴肅查處(chu)曝光,加大(da)資質(zhi)(zhi)資格、從業(ye)限制等(deng)方(fang)面(mian)處(chu)罰力度(du)。強化(hua)個人執(zhi)業(ye)資格管(guan)理(li),對(dui)存在證書掛靠等(deng)違法違規(gui)(gui)行為的注冊(ce)執(zhi)業(ye)人員(yuan),依法給(gei)予(yu)暫扣、吊銷資格證書直至終(zhong)身禁止執(zhi)業(ye)的處(chu)罰。(住房城(cheng)鄉建設部負責)

    (四)強化督促指導。建(jian)立健全(quan)建(jian)筑(zhu)工程質(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理、品質(zhi)(zhi)(zhi)提(ti)升評價(jia)指標(biao)體(ti)(ti)系,科學評價(jia)各地(di)執行工程質(zhi)(zhi)(zhi)量(liang)(liang)(liang)法(fa)律法(fa)規(gui)和強制性標(biao)準、落實質(zhi)(zhi)(zhi)量(liang)(liang)(liang)責(ze)任制度、質(zhi)(zhi)(zhi)量(liang)(liang)(liang)保(bao)障(zhang)體(ti)(ti)系建(jian)設、質(zhi)(zhi)(zhi)量(liang)(liang)(liang)監(jian)督隊伍建(jian)設、建(jian)筑(zhu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)發展(zhan)、公(gong)眾滿意程度等方(fang)面狀況,督促指導各地(di)切(qie)實落實建(jian)筑(zhu)工程質(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理各項(xiang)工作措(cuo)施。(住房城(cheng)鄉建(jian)設部負責(ze))

    各(ge)地(di)區、各(ge)相關部門(men)要高(gao)度重視(shi)完善質(zhi)量(liang)保障體(ti)系、提升建筑(zhu)工(gong)(gong)(gong)程(cheng)品質(zhi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo),健全工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),細化(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)措(cuo)施,突出重點任務,確保各(ge)項工(gong)(gong)(gong)作(zuo)(zuo)(zuo)部署落到實處。強化(hua)示范(fan)引領,鼓勵有條件的地(di)區積極(ji)開展試點,形(xing)成可復制(zhi)、可推廣的經(jing)驗。加強輿論宣傳(chuan)(chuan)引導,積極(ji)宣傳(chuan)(chuan)各(ge)地(di)的好(hao)經(jing)驗、好(hao)做法,營造良(liang)好(hao)的社(she)會(hui)氛圍。
